PHP and SQL to merge two tables?

I have a drop down list that contains some values which get stored in my database. There is a column called’return_url’ in the table, that is used to pass the users back to the page that they came from if they choose to return to the page they came from.
My problem is that when I send the user from one page, to another page, the second page also gets this return url, and I only want one. I do not know if this has to do with the way my database is set up or not.
Here is the example of the code I am using:
