Makefile does not see dependency on target file

I have a makefile which includes dependencies that I can check with make -n but it does not recognize when one of these dependencies is newer than the target file.
For instance, if the target is foo.c and one of the dependencies is foo.h.
foo.c includes foo.h
foo.h is newer than foo.c
make -n foo.c will correctly report that foo.c includes foo.h.
But make foo.c will return
make: *** [foo.c] Error 2

Here is an example.
I have the following foo.h
int foo(int x);

and the following foo.c
#include “foo.h”

int foo(int x) {
return x;

When I run make -n foo.c it will correctly report that foo.h is newer than foo.c.
When I run make foo.c it will return
make: *** [foo.c] Error 2

I have tried including foo.h before foo.c in foo.makefile but that did not work.


The problem is foo.makefile as written, it’s broken; it tries to pass -n to foo but gets the wrong arguments. You can fix this by making foo.c part of the foo target rather than a prerequisite.
Instead of this:
foo.makefile: foo.c
@echo “make: foo”
@echo “make: foo.c”
@echo “make: foo.h”
@echo “make: foo.h
